What is the impact of Software As A Service (SAAS) on the PPM world?

A January 2013 Gartner Survey of IT executives identified cloud computing as one of the top three priorities to implement. With the release of Microsoft Project Server 2013, IT organizations now have an additional option for project management.
Also known as a hosted or cloud service, SAAS provides new options to organizations of any size.
