Rose Blackburn, President and CEO

Rose Blackburn is the CEO and one of the founding partners of QuantumPM, Inc., whose dual mission is the practical application of program and portfolio management and the advancement of the field of enterprise project management. The company’s focus is improvement of organizational bottom lines through effective project and portfolio management.  

Rose’s background is in project portfolio management, telecommunications and information systems development. Her career has included assignments within the United States and Europe. She holds a PMP certificate from the Project Management Institute and has earned a BA from the University of Colorado and a Master’s in Technology Management from the University of Denver. She also received a Master’s certificate in Program Management from the University of Denver. Rose is an adjunct faculty member at Regis University where she has taught project management in the Master level CIS curriculum. 

Kris Athey, Executive VP

Kris is a visionary leader with extensive experience devising creative solutions for complex problems. As CIO and founding partner of QuantumPM, Inc., Kris has used his expertise to help build an innovative and collaborative company with a focus on architecting & developing Enterprise PPM Integration between Microsoft’s EPM/PPM Products and client company Enterprise applications (HR/Sales/Financials/Operations/Payroll Systems). Kris also led QuantumPM to develop BIAdvantage™, a SaaS based BP orchestration platform that integrates external on-premise and cloud-based capabilities into a single control and reporting point. The solutions are built to work in the cloud and leverage the best of Microsoft’s SharePoint and Cloud platforms. 

As part of the Microsoft Partner Advisory Council, Kris provided feedback and guidance to Microsoft on their EPM/PPM Product Stack. He continues to work regularly with Microsoft Consulting Services and their clients providing Integration consulting and fulfillment services. 

Kris’ roots were in the space and defense industries designing and deploying mission-critical, high volume, processing and analytical systems both domestically and internationally. His work produced hardware / software for massive parallel processing, and analysis stations and automated processing suites including commercial satellite low earth-imaging processing.
